At the beginning of his speech, the Head of State expressed his deep respect for the citizens of the region and stressed that they are making a significant contribution to the development of our country's economy.

"You all understand that it is not easy to live in today's dangerous times, restore foreign and domestic policy, guarantee the interests of our homeland and please our people. For this you need to search every day and take full advantage of all possibilities. Tashkent is an ancient region, a vast region in terms of natural resources, industry and water resources. I often meet people, they feel the changes, they say. But there is also the question of whether these actions will continue or be better. Therefore, together with people, it is necessary to solve problems in neighborhoods, support entrepreneurship, increase new businesses and jobs," said Shavkat Mirziyoyev.

An organisational issue was discussed during the session. The president recommended candidate Zoyir Mirzayev for the post of governor of the Tashkent region.

  1. Mirzaev was born in 1968 in the Samarkand region. He worked for many years in the field of finance and economics. He directed the regions of Samarkand and Kashkadarya. As Deputy Prime Minister, he managed the agro-industrial complex of our country. He has been the governor of Tashkent region since November 2021.

Before approving the candidate for the post of head of our state, he offered to have an open dialogue and listen to his plans. Zoir Mirzayev announced his proposals for the development of entrepreneurship, industry, agriculture and tourism, the greening of infrastructure and the creation of adequate living conditions for the population.

Our President approved these proposals and instructed officials on their organisational and financial aspects.

This year, Uzbek Som (UZS) 200 billion will be allocated  to family business programmes and another  UZS 850 billion for next year. For the districts of Piskent, Boka, Bekobod and Okkurgan, which are underdeveloped in this field, the amount of the guarantee provided by the Entrepreneurship Support Fund was increased to 75% of the loan and tax breaks were granted until 2025.

The industrial potential of the Tashkent region is enormous. The cities of Almalyk, Chirchik, Angren, Bekobod, Ahangaran and Yangiyul are becoming major industrial centers. For the development of infrastructure in industrial areas, UZS 250 billion will be allocated to  infrastructure and 30 billion  Uzbek Soms will be allocated to leather footwear and textile projects. The order was given to create a cluster of porcelain and ceramics in Angren, a cross-border commercial area in the Bekopod district.

The region's land and water resources are also abundant. But productivity does not correspond to this. In fact, by properly organizing work, it is possible to double the export of fruit and vegetables and employ 120,000 people.

To this end, the importance of distributing 9,000 hectares to farms, appropriating fertile land and establishing fruit and vine nurseries was stressed. It is said that 50 billion Uzbek  Som will be  allocated for logistics centers to be opened in the districts of Tashkent, Parkent, Yangiyul and Kibrai, and 50 million Uzbek Som will be allocated to the development of animal husbandry.

There are 1.22 mahalla in the Tashkent region. When studying their infrastructure, it was established that it is necessary to repair internal roads in 840 neighborhoods, drinking water and wastewater networks in 579 neighborhoods, electricity and gas supply in 589 neighborhoods, schools, kindergartens and polyclinics in 396 neighborhoods. The head of state stressed the importance of these problems for the quality of life of the population and the development of children, and gave instructions to officials.

Another potential industry in the province is tourism. But 80 percent of tourists go to the Bostanlyk district. Conditions and services in the other districts are low. Thus, it has been proven that it is possible to create tourist clusters in the mountainous areas of Parkent, Angren and Ohangaran.

During the meeting, attention was also paid to the issues of the development of social spheres and the provision of housing to the population. In Nurafshan the tasks of opening a university, building a multidisciplinary medical center and renovating educational facilities were set.

It has been said that a subsidy of 100 billion soums will be allocated to provide housing for the population, and in the Zangiota district the massif of "New Uzbekistan" will be established. A proposal to introduce a new "My First House" mortgage program has been announced.

After the presentation, the deputies of the regional council discussed the candidate's projects and expressed their opinions. The issue of appointing the governor of the Tashkent region was put to the vote. According to the results, Zoyir Mirzayev was confirmed as governor of the Tashkent region.
